  Martin Stokes, a 22-year-old man, was arrested on 9 November 2021 on Bridge Street, Dundalk, after failing to provide proof of his identity to gardaí, and was charged with failing to give information as to the identity of the vehicle user, driving without insurance, and driving without a driving licence. At a contested bail hearing in November 2021, the court heard he could not produce photo ID, his address at Cedarwood Park, Cox's Demesne, did not appear to be lived in, and the Department of Social Protection had no record of him, and he was remanded with bail conditions. In December 2021, Judge Brendan O'Reilly warned Stokes that bail conditions were not 'a la carte' and remanded him again with revised terms including a curfew and passport submission. A bench warrant was issued at Dundalk District Court in late December 2021 after Stokes repeatedly failed to provide proof of identity and was absent from court claiming a positive Covid test with no proof produced.
