Mezis Emenikeonu, a 27-year-old man, was stopped by gardaí on 29 July 2022 on the hard shoulder of the N18 at Clonmoney near Shannon, Co Clare, while on his way to work on an e-scooter. Gardaí seized the e-scooter after he could not produce insurance or a driving licence, and he faced summonses for no insurance and no driving licence. At Ennis District Court his solicitor argued that insuring an e-scooter was impossible and that a conviction would be unfair, and the judge dismissed both summonses, saying it was not safe to convict e-scooter drivers for no insurance while new legislation was being introduced; the dismissal was reported on 26 July 2023.
