    On 31 December 2020, Garda David Bourke observed Makrem Oueslatia driving a scooter on the Callan Road in Kilkenny at 4.25pm and demanded proof of insurance, which was not produced. The vehicle was seized but subsequently returned. Oueslatia contested the charge, arguing the moped was a present for his teenage son and that no insurance or licence was required for a vehicle limited to 30 km/h. Judge Elaine Carroll convicted him of having no insurance under the Road Traffic Act at Kilkenny District Court. A fine of €175 was imposed with no disqualification order.
