Joseph Connor, a 34-year-old man from Drogheda, Co Louth, was arrested on 19 July 2021 for an alleged public order offence after gardaí merged his PULSE profile with that of a different person, Joseph O'Connor. He was denied station bail, remanded in custody at Drogheda District Court, and spent ten days in Cloverhill Prison before being released on 29 July after putting up a €250 surety. Gardaí accepted responsibility for the error when his case returned before the District Court in September 2021. In November 2021, the High Court granted ex-parte permission for Connor to bring judicial review proceedings against the Garda Commissioner and the Governor of Cloverhill Prison, seeking damages, declarations, an apology, and an order quashing the remand orders.
