On January 27, 2024, a garda on patrol in Roscrea, County Tipperary, allegedly saw Charles Anthony Connell (37), of Athlone, throw a joint from his car window on the Birr Road. A search of the vehicle allegedly found a small amount of cannabis, and Mr Connell was charged with possession of cannabis. Reported on November 5, 2024, Nenagh District Court referred him for assessment for the Restorative Justice Programme and adjourned the matter to January, when it may be struck out if he meets his obligations under the programme.
