  • Two Dublin taxi drivers fined for refusing guide dog passenger Refusing to carry a passenger with a guide dog (Taxi Regulation Act) · Co. Dublin

Two Dublin taxi drivers, Abiodun Dongo, 58, and Vadim Kolessov, 53, were convicted and fined for refusing to carry Anthony Clark and his partner, a blind and visually impaired couple, with their guide dog at Heuston Station on 27 December 2024. Dongo cited an allergy to dogs and Kolessov gave similar reasons for refusing the couple. After the drivers failed to pay €250 fixed penalty notices, the National Transport Authority prosecuted them at Dublin District Court, where both pleaded guilty to charges under the Taxi Regulation Act. Judge Anthony Halpin fined Dongo €1,000 and Kolessov €750, ordering each to pay €750 in prosecution costs.
